Nearly 80 miles from Ilsurian, the next town of similar size, it has nominally been under Magnimarian rule for 45 years, an arrangement the settlement agreed to in return for protection from the region's ogres and ogrekin.
Turtleback Ferry remains independant in many ways, for its remote location ensures that official visits from Magnimar are few and far between.
It's current mayor is an aged Cleric of Erastil named Garundi Shreed, a selfless soul who manages the village church as a safe haven for travelers.
It also boasts a trading post, an inn, a tavern, and a smith.
Most of the village's other buildings are the homes of farmers, hunters, fishers, and trappers, and very few of them ever travel farther south than Ilsurian.
Even when the weather hadn't been so ominous, or when word from Fort Rannick hadn't been so sparse; the arrival of the Sandpoint Heroes would be big news.
The village isn't at its best. The rains have come early, dampening the settlement's already gloomy spirits.
Livestock's been going missing for months, and more recently the number of hunters and trappers who've gone missing has increased as well.
In a village of just over 400, every loss is felt keenly.
None more so than the tragic sinking of the pleasure barge Paradise.
Opinions were split on it, between those who secretly enjoyed the gambling den and tavern, and those who viewed it as a threat to bussiness or morality.
The owner and proprietor, a beautiful red-haired woman named Lucrecia, aroused a similar debate between those who were enthralled by her charms, and those who were threatened by them.
In the days following the tragedy, investigations into the event took place.
Local attempts to dive down to the wreck to recover bodies failed due to a combination of the depth and the particularly vicious fish that have converged on the area.
Today, half the populace believe a lake monster sank the Paradise, while the other half suspects that the barge was sunk by the combined weight of sins of those on board.
But despite driving rains, strange disappearances, and the loss of Paradise, what has really set the people on edge is the unsettling silence from Fort Rannick.
And when nearly two weeks passed without any sign of them, messengers were sent to the fort to investigate. None returned.
Fearing the worst, Mayor Shreed asked for help from Magnimar..
